Using its many years of experience in operating test markets for consumer products and analyzing medical trials, MSA, proposes to develop educational test markets in SW PA and the Pittsburgh to Cleveland Corridor. MSA has operated test markets for consumer products and also analyzed medical trials to identify and evaluate the effects of causal factors that may be significant. MSA also routinely analyzes very large databases using techniques known as data mining to achieve similar insights to variables that may significantly impact the results being evaluated. Insofar as we may be able to acquire student test data from many PA school districts, districts that participate could benefit greatly from such analyses. The above types of analyses have proven valuable in assessing sales districts and personnel for major companies. Not only are good insights obtained as to where exceptional performance is being achieved, and the underlying factors leading to such superior performance, but insight can also be gained to help sales personnel improve on poor performance. MSA conducts such analyses for a large number of consumer products firms. The 501 PA school districts with 1.8 million students create a great opportunity for data mining analyses to yield significant results and guidance to school administrators as well as teachers, parents and the students themselves.
